Made Section 18A certificate import rollback safer and clearer.
Highlights:
- Rollback is blocked when certificates are already part of an IT3(d) submission
- Historical imports cannot be rolled back out of sequence
- Rollback performs the correct cleanup for imported records and files
- Historical rollback buttons are disabled with clearer confirmation copy
- Added the 18A certificate import action to the certificate index page
